An emigrant from Dambrath, to the southwest, Samuel brought his wife, Jean, and his son Adrian Fisher to Freehold to escape the crushing oppression of the Crinti. A plain-spoken and simple man made hard by necessity, Samuel is a skilled huntsman and archer, though he has displayed a penchant for bucking the authority of large groups and is known to work better in smaller knots of more trusted allies.

Perhaps as a result of his estrangement with his son, or perhaps vice-versa, Samuel spends much time away from home, often patrolling the lands surrounding Freehold in search of game or simply to map more territory. It was Samuel who discovered and slew the witch in the woodlands west of Freehold, with the assistance of Adoward Beastfriend and the archdruid Ash Nahcomence. Not long after, the huntsman was recruited by the dwarf, along with Councilor Nitis Nochan, to venture across the Liontongue River to explore the ruins of Xiltor, where the trio discovered and rescued Shedim Kun.

While prickly and often brusque, Samuel is not habitually at odds with everyone else, in contrast with his son. It was in conjunction with Samuel that Adoward Beastfriend helped the Council to define the nature of a chartered guild, when the two proposed a sort of local "hunters' club." Similarly, Samuel was handpicked by Lysander Arkaine for the strike team organized to kill Ghauwffhwa leader Kejujuhwa, thanks to his understanding of stealth as much as his marksmanship. Though the huntsman drew his comrades' ire for endangering the party by pulling a critical shot against Ghauwffhwa enchanter Wrorgk "One-Eye"—later citing religious justifications as a Tempuran—he nonetheless proved to be a crucial participant in the final battle against Kejujuhwa, thanks in equal part to his bow and his significant knowledge of combating gnollkind.

Samuel's survival skills were put to the test once again when he accompanied Councilor Nitis Nochan and a handful of others to the iron mines to conclude Freehold's ambassadorial exchange with the greenskins there. The party swiftly found themselves embroiled not in a simple diplomatic errand, but a rescue mission, after discovering their destination had been attacked by giants. Along with Nitis and Vashiir il Luereth das Ferevan, Samuel tracked the hill folk back to their steading and performed a risky infiltration, playing a critical role in the rescue of Councilor Mircea na Heliogabala, the ogre Hrrlak, and Caladhuen the elf.

Originally a PC, Samuel was converted to an influential NPC when contact with his player was lost on 16 September, 2014.
