Even more secretive and mysterious than the Good Boys, the Council of Cats might be even more powerful! Or maybe not. The cats aren't saying, but things do tend to go their way in the long run. Also, probably the most powerful collection of magicians on earth.
((OOC: While our tongues are in our cheek, and comic play is part of superhero settings, the Council of Cats is a real part of the setting. They are a group of magical cats who defend cat-kind and, to some extent, defend the universe against mystical intrusion. There is a long literary tradition of cats being mystical guardians and that is our intent with the Council of Cats. Defy them at your peril, or you may come to know the Eliminator of Obstacles!))
