All sorts of people live in Netherworld, and the vast majority were fleeing something bad and arrived here through The Keeper’s largesse.   Perhaps a battle, monster, bullying, corrupt legal action, or some other life-threatening circumstance.  Their flight took them deep into a forest, stumbling through water filled wetlands, or into a strange cave, although a few tried to bolt through a doorway to escape pursuit - and found themselves magically transported to one of the Netherworld portals.  After their initial shock, they settled into their new home and became part of the population.

It has been speculated that The Keeper is interested in people, and follows developments in many areas on different worlds.  He appears to have no interest in race or social status, for while common workers make up most of the population, there are a few craftsmen, a warrior or two and even people of noble birth.  Others are heroes and experienced adventurers, known for their bravery and, often, for their concern for others.  These he sends to help others in distress, or on other, similar, missions.  Almost all the common races are represented somewhere in Netherworld, and there are even a few races who you wouldn't expect to meet in a civilized setting - there is even a ghoul working in the Inn's kitchens!

Most of the common folk work as gardeners, servants or labourers.  While the crops and trees grow abundantly and with little help, the fields, woodlands and caves still need maintaining.  The Inn needs workers, and the houses of heroes need servants, while there is always a need to move things from one place to another.  Those with craft skills find their ways into craft workshops, while others, with the appropriate skills, act as assistants in The Library or various crafting workshops and laboratories.

A few hardy souls have been training in military matters, and they generally find work with the Netherworld Security Agency -  although they are few and far between.

Overall, there are 300 - 400 people resident in Netherworld.
