The City of Kalibar, Fourth Age

Kalibar is a port on the shores of the Birnam Sea in the Province of Shasta. Founded many years ago, to provide a link with the cold North, the town suffered during the War, as the citizens chafed beneath the heel of Rothgar (the Terrible), an ambitious crimelord who declared himself Mayor after the sudden death of the former incumbent. The once proud palace guard was replaced by Rothgar's men, a brutal gang of cutthroats. Corruption was rife. However, at the end of the War, the Emperor sent in some of his most trusted men, led by the famous warrior, Lord Fendoch Gask, and backed by a suitable military following, to restore law and order to the city. Rothgar was deposed and the town was once more set on the right path: taxes were eased, slaves were freed and the harbours were closed to smugglers who for so long had imported contraband openly, for sale at the right price on the streets of Kalibar.

More and more legitimate shipping now calls at Kalibar, boosting the city's wealth and restoring some of it's former glory. Even when the port of Merton (currently under construction, farther north) is completed in the years to come, Kalibar will still play a vital role in providing shelter in its safe harbours, and as a source of ships' supplies. The temperate climate too makes the area ideal for farming, and the region supplies a lot of the foodstock for the hotter Southern lands. So too does a warm current just off the coast provide for an abundance of fish, and it is no wonder that the Old Man of the Sea, Manannan mac Lir has many followers in this region.
