Ambidexterity can be purchased with one of the initial weapon skill slots at character creation. Or, it can be a skill learned the hard way with the home brew rules for learning new skills.  It cannot be purchased with a non-weapons initial skill slot at character creation.

Ambidexterity offsets the negative penalty of -2 main, -4 off to that of -0 main, -2 off hand.
