PRONE CHARACTERS IN THE ROUND

A character who has fallen (e.g. been knocked over in combat) is easier to hit by a close quarter melee attacker; Melee attackers receive a +4 bonus to their attack rolls when attacking a fallen foe.  Ranged attackers find it more difficult to hit a prone target.  Missile attackers suffer a -3 (soft cover) penalty to hit a prone target, unless standing in close quarters with the target of course.

A prone character has a -4 penalty to all saving throws and a -2 penalty to attack rolls while on the ground.

A character on the ground, in a prone position,  can sacrifice half their movement rate and initiative in the round getting up. They will still have an action that round, but at the end of the round.

At GM's discretion, an action may  need to be sacrificed to get up due to the situation.  Someone falling from fifty feet might have to take a moment to get up.  So, in game mechanics, it comes down to how much damage you take in the "fall", if that is how one got to be in the prone position.
