A downgrade is the opposite of an upgrade. Each downgrade added to an ability reduces its effective tier by 1 or more to a minimum of half its initial tier after adding upgrades but before adding downgrades.
Whenever you apply an upgrade to an ability, you can also apply downgrades to add additional upgrades rather than just one.
