Requirement: You are wielding a ranged weapon.
Activation: 3 actions (full round)
This functions as the Full Attack action except you deal half the normal damage and consume twice the normal amount of ammunition. However, any creature within 1 space (5 feet)/tier of any of the targets (including targeting a space or wall) location must make a Charisma (Will) save or flinch, losing their Reaction but gaining the benefits of the Take Cover action. If they have no Reaction to lose, they are instead compelled to use their first action on their next turn to Take Cover. In addition, any creatures within the affected spaces suffer a -(Tier) penalty to ranged attack rolls until the start of your next turn.
Quick Suppression (+1): You can create this effect as a 2-action activity but doing so means you make only a single attack against a single spot and the area it affects is halved.
Terrifying Volley (+1): Affected creatures that fail their save against this effect are Repelled 1 against the attacker for 1 round as well (Repelled 2 on a critical failure). If this is applied a second time, it increases to Repelled 3 on a critical failure and Repelled 2 on a failure. If applied a third time the target is also Repelled 1 on a success (but not critical success).
