Each time this upgrade is applied to an action or activity, it accumulatively reduces the activation time by 1 step if it's activation time is 3 rounds or longer: 24 hours --> 8 hours --> 2 hours --> 30 minutes --> 10 minutes --> 3 minutes --> 1 minute --> 9 actions (3 rounds) --> 4 actions.
If it's activation time is less than 1 minute, it instead reduces the time by 1 action, to a minimum of 1 action.
If the effect targets an area or more than one target, this upgrade becomes +4 in order to be applied to it.
