This functions as the Shoot action except you take no penalty for shooting at a target that's in melee with other creatures and the attack gains the armor-piercing property.
Tier 2: The attack ignores minor cover and minor concealment.
Tier 3: The attack treats major cover and major concealment as minor instead.
Tier 4: The attack ignores major cover and major concealment.
Tier 5: The attack gains the unavoidable property. If it already has this property, it gains the spread property instead.
Pinpoint Targeting (+1): The attack ignores the first 3 points of armor rating per time this upgrade is applied.
Unavoidable (+1): The attack gains the unavoidable property.
