Most Aether Spirans believe dragons are malevolent beings of destruction, but they actually have machinations most mortals are unaware of. Unknown to most of the world, the 12 great dragons have a pact with each other to divvy up their territories. Scholars who've studied the great beasts know that draconic immortality is much like the Incarnates. In fact, some dragons have been reborn as other species and eventually transform back into dragons when they regain their memories and powers from past lives. Fafnir, Emperor Qin Shi Huang, and Han Emperor Gaozu are just a few examples of this phenomenon.

Nearly every powerful and famous dragon throughout history has been one of the 12 great dragons. Even those slain were merely their weaker incarnations picking fights before they were fully formed enough to reclaim their full memories and powers.
