You create a distortion in magic, matter, space, or time that suits your purposes. If your or an ally's ranged attack passes through the area, the attack gains an additional 2 spaces of range/tier. If an enemy's ranged attack passes through it, it requires 2 additional spaces of range/tier to pass through. You and any ally moving through the space treats every 2 spaces as 1 space for the purposes of movement while a foe does the reverse treating each space as 2 spaces for the purposes of their movement.
Each time you sustain this effect, you can relocate the affected area to a new area within range. If you create or move this area onto an area occupied by foes, those foes can make a Reflex or Fortitude saving throw (their choice). Upon a success, they are unaffected by this effect for 1 round, but thereafter affected normally.
