Once a single great island city that sunk to the bottom of the sea, Atlantis has become an entire underwater nation, not just one city state.

and many other creatures of the sea  and many other creatures of the sea represent the civilized races and states of the federation of Atlantis. All merfolk breath underwater but only some of the populace are amphibious. They have little care of what surface dwellers do except when they meddle with the oceans.
