You speed up the flow of time for the target’s movement. For the duration, all of the target’s existing base speeds gain a +20-foot/tier item (enhancement) bonus. If the target is a moving object or vehicle, this increases both its current and maximum speed by that amount. If the object or vehicle is falling or about to fall, you may instead accelerate its movement upward or sideways without increasing its fall, typically to allow a jump it could not otherwise make.
