A terrorist group known only as FORCE stole a nuclear device and some deadly biological warfare material, then combined the two and demanded a large ransome (millions of dollars in industrial diamonds) to reveal it's location before it detonated. The ransom pickup location was revealed at the last possible minute to be an abandoned airfield outside Center City. The heroes were asked to keep the ransom from being stolen before it could be paid. They did so.
Then a journalist who was also an old friend of Detective Broyko collapsed and died at LESP offices after giving a cryptic message to those that attended him. Investigation yielded enough clues to track down the journalist's last assignment to be at The Church of Divine Harmony compound in Kansas. The heroes infiltrated the compound, and after some conflict with the members of the church discovered a clue in the form of a boat (The Shadowhawke).
This led them to San Sebastian Island, where they believed FORCE was headquartered. Assaulting the island led to the discovery of an underground base on the island. After battles with mundane guards, robot soldiers, and powerful villains they discovered FORCE himself.
This FORCE was creating an android army and one of the androids went rogue. That android is Winter Herald, now a member of LESP. Eventually, the heroes defeated the villains and watch the FORCE android be destroyed.
