I prefer to slot Constructors for hero bonus because they have the highest Shield Ratings.

Slot BASE Hype or Kyle, to improve the shields of squishy heroes (like Ninjas)

Slot the Hotfixer, to reduce the cost of Storm Shield Base construction.
