Dogma:

Del'Hanas is a rich port-city renown for its skilled craftsmen and experienced sailors. It is a buzzing trade hub and sees traders and sailors across the known world. The city has dedicated itself to Delaros, Lawful god of the Sailing and Promises. It is said that Delaros was a captain that promised to come home back to his wife and children, but on the way home back his ship crashed and sank along with the crew. Such was the dedication to Delaros that he later appeared as a ghostly divine character to her wife, keeping his promise to her and allowing for proper goodbyes before he ascended in to godhood. From that day on his wife became the first priest of the new faith that has now taken root in the world, it's center of worship in Del'Hanas.

Majority of the people worship Delaros still to this day. Regardless of this, the city tolerates other lawful neutral and good deities, but they are required and expected to uphold the strict laws that govern the city. Laws are created to reflect the way Delaros lived his life before his death and ascension to godhood. For example He never drank alcohol, and thus Delaros forbids sale and consumption of it. He was faithful to his wife, and this prostitution, sex outside of marriege and same-sex relationships are outlawed. This has caused smuggling of liquor and underground bars and brothers starting to thrive in the districts where foreigners frequent and other people less likely to care for the laws of the City. The city guard, called Seaguard, raid such establishments often, but where they seem to strike one down, two are erected on their place.

City is ruled by a council of representatives: Head of the Nobility, that acts as the leader of the council, High Priest of Delaros, Guildmaster of the Shipwrights Guild, Traders Guild, Craftsmens Guild and elected repesentative of the Citizen called Voice of the People.
