Inspector Kowalczyk is a former police operative, who now works as a sort of lieutenant for the Merchant Union cartels. He was first encountered at the Merchant Union Distillery, and insisted upon the bandits from the Forest City mission to be given over into his possession for summary punishment (read: execution). He also asked John Jameson McCarthy to pass on the Merchant Union's wishes to Walter Lisiewicz at Forest City, that no residents of the small village cross the railroad tracks into Merchant Union territory on Portowa Island.

The Inspector was also involved, but played a smaller role, during the terrorist attack on the Solidarity Market and Lukasz Piszczek rally, by cordoning off the area after the attack.
