Some descriptive in game description if it helps - Soon the gray and blackened ruins of Elblag start to rise up above the lifeless countryside. Blasted and burned out by nuclear firestorm, conventional bombing, and brutal street to street fighting, there's hardly anything resembling a building anymore. Even from a distance and the view interrupted by neighboring Kazimierzewo, it seems that most of the ugly and uninviting city is little more than vast heaps of rubble, which are possibly radioactive in some areas. Surely Elblag shelters no permanent population.

And more:
Elblag, west of the river, is much smaller and far less developed than the urbanized and formerly industrialized eastern side. The destruction that the Mad Dogs' column passes through however is nearly just as complete. No structure resembles its prewar construction in any way, with most buildings in the charred landscape nothing more than great heaps of rubble. War wrecks seem as common as the rusting hulks of civilian automobiles. Along just one single kilometer of roadway, you count five M60A3 Patton tanks alone. Clustered around the downed bridges that once straddled the river are the scorched remains of what might have been refugee camps, apparently occupied at one time by civilians trying to flee east. Low drooping power lines crisscross the streets from shattered poles that haven't completely fallen over. Some reveal exposed copper wires, with the rubber melted or burned away. Elsewhere, thin wires from guided missiles threaten to snag anyone standing too high in the vehicles. There's nothing else here anymore, except for some lingering traces of radiation, but nothing to be concerned about.
