Not much is known about Lt. Collins. He was encountered as the leader of an International Brigade peacekeeping team when the Mad Dogs helped to take down Eikki Termonen at Eikkis Apartment. Collins and his unit were some of the first on the scene along with Cmdr. Wisniewski from the Świt (Dawn) Batalion. It was late at night, but perhaps Collins is a part of the International Brigade's MP force.
