Bartosz is a member of the ruling council on Sobieszewo Island. He was first encountered when the Mad Dogs were returning from the Fuel Depot, when it was being decided on whether or not Sobieszewo Militia would assist in supporting the defense of Przejazdowo against Soviet attack. In the end, Bartosz was the only member of the council against having the militia provide support. While he didn't seem antagonistic toward the Mad Dogs or the supporters of sending the militia, it does suggest that his views more closely align with isolationism for the island community.
