Champion City Crusader Charter
Section One: Membership
Candidates for membership in the Group must satisfy the following requirements:
must be legal adults, as defined by the state and/ or country in which the Group is incorporated, or must have the following forms on file with the Group, notarized and signed by their parent(s) and or/ legal guardians:



During the probationary period, a special committee consisting of one primary member and two reserve members shall investigate the candidate’s public record for any violations, breeches of trust, or depredations, legal or moral, which may preclude said candidate from assumption of full active status.

While on probation the new Crusader member shall have limited access to Crusader, or Mutant Intelligence Bureau facilities and records.

At the end of the probationary period, the new Crusader shall assume full active status unless any member or member of any Crusader team raises objections.

The Crusaders shall elect new members whenever the Chair or two-thirds of the active membership determines that the ranks are not at optimal strength, or when there is a vacancy in the ranks.

It shall be the prerogative of the Chair to limit the number of active members.

Active Crusaders members shall be designation given to those who are full time Crusader members.

Active members shall be required to log all individual cases into the main computer file, that the entire membership may benefit from the individual’s experience.

Active members shall be required to attend all regular business meetings. Members who miss more than one meeting per month without submitting an acceptable excuse may face suspension for a period to be determined by a consensus of the other active members. (see Paragraph G)

Active members shall be issued a Mutant Intelligence Bureau, and Crusader identification card and an emergency signal device.

Active Crusader member's hall is required to meet all calls to assemble. If unable to respond, the active Crusader must notify that specific member’s reserve substitute. Failure to respond coupled with failure to notify the reserve substitute is grounds for immediate suspension of privileges and must be dealt with by a tribunal of all active members.

Active members who miss an emergency call without good reason may be subject to disciplinary action.

Active members of the Crusaders shall be expected to cooperate with law enforcement agencies. Although granted certain immunities by the Crusaders priority clearance, no member shall be considered above the law.

Active members of the Crusaders shall be paid a stipend of five hundred dollars ($500) per week, in the event that the team has the money to spend. Members may choose not to accept their stipends, in which case the money shall be placed into their retirement fund.

Active members shall be entitled to free medical and life insurance benefits.

Active members shall be provided with private quarters where they, if so choosing, may reside. Unlimited meal privileges shall be provided for live-in members.

Active members shall be granted unlimited access to the Crusader base and headquarters, vehicles, computer files, and any other facilities of the organization.

Active Crusader members shall, at all times, act in a manner befitting a guardian of the public trust.

Reserve members shall be designation given to those members who are part time members or on call for special missions or emergency assignments only.

Reserve membership shall be limited to those members who have fulfilled an active tern or duty of not less than one year, and wish to cut back their connection with the group.

Reserve members shall not be required to log their individual cases, though they shall be encouraged to do so.

Reserve members may attend regular meetings, but they shall be required to attend no more than one per year.

Reserve members shall retain their Mutant Intelligence Bureau, and Crusader identification card and emergency signal device.

Reserve members may be demoted to inactive status if they fail to answer three consecutive emergency calls.

A reserve member hall be paid a stipend of one hundred ($100) per month when they team decides it has the funds.

Reserve members shall have limited access to Crusaders, and Mutant Intelligence Bureau equipment.

Reserve members may return to active status at the discretion of the Chair. If they so petition and are accepted by majority vote of the active members.

Reserve members shall be given priority over new candidates in the filling of vacancies in the active membership.

Reserve members may retire to inactive status by notifying the Chair and surrendering the Mutant Intelligence Bureau and Crusader identification card and emergency signal device.

Reserve members shall not have a vote in Crusader proceedings.

Reserve members shall not have the authority to call emergency meetings.

Inactive Crusaders members shall be designated given to any member who has retired or resigned from active and reserve duty.

Any Crusader member may resign by simply notifying the Chair of his/her intent and surrendering his/her identification card, emergency signal device, and any other Crusader, and Mutant Intelligence Bureau owed equipment.

Any active or reserve member who is incapacitated or who moves from the organization’s normal jurisdiction shall be granted an honorable discharge and placed on the inactive roster.

Inactive members may be granted limited access to Mutant Intelligence Bureau equipment and facilities only at the discretion of inactive members.

Inactive status shall be considered the same as indefinite leave of absence.

Inactive members may be reinstated only if there is a vacancy in the active ranks, and then if elected by a two-thirds vote of active membership.

Any other active Crusader member may bring motions for disciplinary action against any active or reserve Crusader member.

In the event of such accusations, the Chair shall convene a board on inquiry, comprising a simple majority of the active membership (minus the accuser if he/she is an active member.)

Disciplinary action shall be limited to suspension, with the option of further trying the accused before a tribunal of active members.

Tribunal processing shall be conducted in the manner of a military court-martial.

Maximum punishment to be brought on the accused by such a tribunal shall be expulsion from the Crusaders.

A two-thirds vote shall be necessary to expel a member from the Crusaders.

Active and reserve members may be expelled, with no possibility of reinstatement, on the following grounds:

Conviction for any crime above a misdemeanor.
Deliberate betrayal of Crusader, or Mutant Intelligence Bureau classified information.
Criminal acts of negligence not convicted for, but witnessed by at lease one active member.

Section Two: Policy and Operations
All members of the Crusaders shall, at all times, endeavor to adhere to the principles of the Mutant Intelligence Bureau Charter and follow the rules and regulations of these bylaws.

The active members of the Crusaders may amend the bylaws, when necessary. Any active member of the Crusaders may propose amendments. Amendments shall become a binding part of these bylaws upon approval by two thirds of the active membership (See section 1.)

No member of the Crusaders shall be required to surrender knowledge of his or her civilian identity or personal affairs to the general public. Furthermore, any member of the Crusaders which surrenders any knowledge of a teams member’s identity or any identify of a vigilante or licensed hero shall be treated with disciplinary measures.

The duly elected chair shall lead the Crusaders. It shall be the duty of this entity to coordinate all Crusader activities whether business or tactical in nature.

The position of Chair shall be open to any active member who has passed his or her probationary period. (see Section One - Membership)

The Chair shall serve for a term of one year, with no limit to the number of successive terms a leader may serve.

It shall be the privilege of the Chair to determine the format of meetings as he or she see fit.

In the event of the absence, incapacity, or resignation of the Chair, an interim shall be chosen by two-thirds vote of active membership.

In the event of incapacity or death during action, the position of Chair-shall pass in orderly succession among the primary team in a predetermined chain of command arrived at by majority vote among the primary team.

Section Three: Ethics
Section Four: Meetings

The Crusaders shall meet regularly, at least once a week, at a time and place to be agreed upon by a simple majority of active membership

Emergency meetings may be called at any time, but emergency meetings shall not be considered a replacement for a regular meeting.

In the event that a Crusader's mission is in progress at the time of the regularly scheduled meeting, the meeting will be rescheduled.

A simple majority of active membership shall be required to make a meeting official.

Section Five: Punishment of Criminals
Crusaders shall leave the punishment of criminal activity to the appropriate agencies of the law.
The Crusaders shall not abridge accused rights to a fair and speedy trial.
The Crusaders shall abide by the decisions of the law, and will not take upon themselves any aspect of the punishment process.

Section Six: Affiliations
The Crusaders shall maintain open and reciprocal relations including joint access to computer data with every other Mutant Intelligence Bureau franchise, independent crime fighter, LTD., and any other group which proves to be a legitimate crime fighting organization.

Section Seven: Security
All Crusader files shall be open to the scrutiny to any law enforcement agency, which shows just cause to inquire. No Crusader or Mutant Intelligence Bureau member may refuse to answer any question posed by a member of a Mutant Intelligence Bureau, other than those which would reveal that member’s secret identity. Compromise the security of that member’s native country, or if the question is of a personal nature, unrelated to the investigation.

Section Eight: Disincorporaton
The Crusaders may be disbanded only by the order of unanimous vote of the entire membership of the Crusaders. In the event of disbanding, all Crusader properties and facilities shall revert to the Mutant Intelligence Bureau with the exception of any device, properties, analysis systems, or data, which have any bearing on a personal nature.

THE CHARTER OF THE CRUSADERS
Article One: Organization
The Crusaders is hereby chartered as a crime fighting force of individuals interested in keeping citizens safe from threats of all types.

Headquarters hall is in Champion City and there shall be established facilities for the use of the Crusaders. Other cities shall be affiliated, as more Crusaders or Mutant Intelligence Bureau members shall be added. The Mutant Intelligence Bureau will authorize new memberships.

Article Two: Jurisdiction.
The Crusaders, as a group, are empowered to act as an agency of enforcement whenever services are necessary. Providing that the threat in question is super-powered, extra-terrestrial, extra-dimensional, subterranean, sub-oceanic, or occult, and engaged in an invasion, infestation, limited incursion, piracy, enchantment, or any flagrant violation of international law not instigated, sanctioned, or abetted by a nation.

Article Three: Funding
Major funding for the major operations of the Crusaders, for upkeep of the Crusader headquarters (and all subsequent headquarters) shall be provided by a grant from the Mutant Intelligence Bureau. With the understanding that MIB shall have limited say in Crusader operations, policy, membership or the deployment of funds within the Crusader organization.

Minor funding fort the Crusaders will come from government grants, personal donations, and corporate donations.

In the event of Mutant Intelligence Bureau's removal from association with the Crusaders, in any way, MIB shall be empowered to continue to fund the Crusaders up to four years.

Article Four: Operations
The day to day operations of the Crusaders shall be governed by a set of bylaws put forth by the founding members.
