Kaliningrad Oblast
Simply put, conditions there are very bad. Along with the blight and crop failures, radiation is still a persistent problem. There were many military bases there concentrated in a relatively small territory, so the region took a pounding during the nuclear exchange. Russian forces are scattered along the border with Lithuania, in part because it's easier for an army to feed itself when it's stretched out. That's what people say, anyway. There's occasional skirmishes and raids, and MarijampolÄ— was sacked several months ago, but neither side seems to have the strength to do much more.
