The ruling body of Proudelia. Mostly seated by powerful merchants, craftsmen, and diplomats. Trade forms the backbone of Proudelia's economy, and thus has a central part of all state matters.
Provides the Writ of Order to the Merchant Guard, legitimizing their role in protecting Proudelia.
