An icy planet with a small habitable zone in the equatorial band, along with a population in orbital habitats. Tech level varies from 2-3. They welcome adventurers to explore the dangerous alien ruins which are in an eccentric orbit around the star.

Both civilizations-- planet-side and orbital-- are obsessed with performing a Great Work to link up their societies without dependence on expensive chemical rockets. Whether that is a space elevator, momentum exchange tether-wheel, or other large project is a matter of great debate.
