The Order of Hermes

Hidden within this mundane war, The Order of Hermes has secretly been in conflict with the Islamic sorcerers that support the Moorish empire.

The Iberian Covenants, together, have located a Magic Site in eastern Rif mountains of north-eastern Morocco.
And in the hope of fostering a base of operations, the Iberian Tribunal (together) has dedicated itself to supporting the creation, and support of, a Covenant at this location;  for magi seeking to explore the new territory on the fringes of the Order.
Therefore many of the magi who will reside there will be visitors; though those who help set up the covenant are members, and visiting magi who stay around for three years have a chance to become members as well.

In support of this Dedicated Covenant the Iberian Tribunal has passed rulings to ensure that the cost is shared equitably between the Iberian Covenants ... so that the dedicated covenant receives money, vis, and other assistance necessary to remain a viable entity.   While this might not make its resources lucrative, it does prevent the covenant from sliding into penury due to its work.

But, in return, the Dedicated Covenant (Covenant Boon) has obligations to parent Tribunal.

For one thing, several Hermetic Expeditions have forged across the Mediterranean Sea and south into the unknown lands in the last decade.
While some small information (including the Magical Site of this endeavour) has filtered back to the Iberian Tribunal, these Missing Expeditions (Covenant Story Hook) are a concern for the Order.  And the Tribunal has tasked the budding Covenant to investigate these concerns whenever they have the opportunity.

With so many in Iberia aware of the covenant outside traditional Tribunal Borders (Covenant Story Hook), keeping it secret did not last long. It has come to the attention of both the Provençal and Roman Tribunals. Both see it as sorts of power grabs, attempting to grab all possible vis from the African lands. Both contest the Iberian Tribunal's claim to the area, but neither supports each other's claim, either. They also seem to have different outlooks on what should be done in Africa, mostly fueled by their own different House makeups and ideologies.
