THIS is the typical combat cycle sequence:
1. When combat begins, all combatants roll initiative.
2. The single person who initiates a surprise round may take a full round action. All other persons who are aware of their opponents but did not initiate the conflict can act but are reduced to partial actions only - per the surprise round rules. If all the characters are aware of their opponents, proceed with normal rounds.
3. Normal round combatants act in initiative order (highest to lowest).
4. When everyone has had a turn, the next round begins with the combatant with the highest initiative and steps 3 and 4 repeats until combat ends.

1. When combat begins, one aggregate roll is made for all PC (and associated NPCs) and one aggregate roll is made for all opposing NPCs. Initiative will be determined once per scene. Individual combat priority is determined by adding individual character initiative modifier to this single aggregate roll. Priority is determined by comparing this individual modified against an Opponent Initiative [OI] score, which I will provide.

2. The single individual who has initiated an attack may take a full round action as part of the surprise or initial conflict round. This initiator rolls an initiative check [d20+his modifiers]. All other characters who can surpass the initiators total initiative roll are not surprised and receive a 4-pt ‘initiative bonus’ to AC and a 2-pt ‘initiative bonus’ on all saves until the initiator's attacks are resolved. Those characters who have received this bonus may take a standard or move action at the bottom of this first round. All other persons are considered surprised, are flatfooted, and cannot act this round.

3. After the surprise round, should the majority of PCs modified initiative scores be equal to or better than the [OI] score, the entire Player team shall go “FIRST”.
A) PC’s whose modified initiative have beaten the [OI] may undertake a full round action,
B) PC’s who did not beat the [OI] may take a standard action or just the primary attack of a full round action.
C) The opposing NPC team then retaliates with a full round action.
D) PC’s who did not beat the [OI] then receive the remainder of their action at the bottom of the round. This should be the rest of their movement or the rest of their secondary attacks.

4. After the surprise round and should the majority of the PCs modified initiative scores be less than the [OI] score the entire Player team shall go “SECOND”.
A) The entire opponent NPC team will utilize a full round action, or a standard and a move action per their preference.
B) The PC’s retaliate with their own full-round action, or a standard and a move action per their preference.

Step 3 or 4 repeat until the combat ends.
