There are several ways to mark time as most people in the world lack the wealth to own a pocketwatch.  And, despite most towns being built around a clock tower. Since most major cities are PORT cities, time is counted out by a pattern of bells.  These are never exceptionally loud things, but its distinct enough that IF you listen you will here it.

Time as marked by the bells:
The use of the bells to mark the time stems from the period when sailors could not afford a personal timepiece and even if they could, they had no idea how to tell time with such an instrument. The bells mark the hours of the watch in half-hour increments. Any person with eyes might already know if it were morning, noon, or night.
Each Bell Watch* is four hours long and the bells are struck thus:
