Founding:
When the first transmissions from Udal were received, their existence was kept largely from the public. A coincidence revealed the existence of the potentially hostile alien creatures to Montgomery Cunningham, Chief of Construction at the prototype Solar power plants near Buna City. Partnering with a young, zealous Chief of Security, Anisa Mata, Montgomery retained the services of the brightest minds from the prototype Solar Plant project and soon negotiated a contract that would bring all of these assets under one organization.

To the public their cause was to serve as a premier energy provider and distributor for the Federation but their true nature was to develop a method of responding to the Udal threat and others that may plague the Federation in the future.

Culture
NEV Axolotl, the purported source of the transmissions on Udal became a subject of minor obsession for Monti and his leadership team during those formative years. Most of the exodus records regarding the etymology of the name was buried in obscure and untranslated texts. After weeks and months of research into the Exodus archives, Monti and his team had volumes of historical data on the Nahuatl language and the ancient Aztec Empire of pre-industrialized Terra. The data they had collected seemed to indicate that the Nahuatl culture had died with the Aztec empire and while the language survived in the small pockets in latin America it had seemed to be extinct as well, the naming of the NEV Axolotl appeared to have little significance beyond referring to a small Terran amphibian.

But all that time spent researching the ship did have a lasting effect. When it came time to name the group, Monti and his team settled on the "Huitzilopochtli Group", named after the Aztec's god of war, a subtle nod to the groups' ultimate goal. Then, a year later, during energy negotiation session with the Buna, Monti's head project manager, Izel Zipactonal, dropped into Nahuatl to discuss sensitive concerns with the lead engineer on the project, Bruce Will.
