NEW TREATY OF SOLITUDE SIGNED!

It has now been nearly five decades, since the end of the bloody Stormcloak Rebellion, which terrorized the citizen of Skyrim and tested the Third Empire's mettle during its darkest hour since the Oblivion Crisis. The rebellion of Ulfric Stormcloak ultimately ended in failure, as the usurper did not succeed in overthrowing Jarl Elisif nor Imperial rule in Skyrim, although in an effort to spare loyal Imperial Nords further suffering and bloodshed, Ulfric Stormcloak was allowed autonomy in what has since become the province of Eastern Skyrim - Or, as the ''free nords'' call it, the Kingdom of Skyrim.

So for almost fifty years, the citizen of that northern land have been divided, both sides living in resentment of the other. Now it seems, however, that re-unification may be closer than previously thought!

Following many weeks of communication and further negotiations in the capital of Skyrim, Governor-General Auktorius and King Junnes have reached an agreement over several issues, which have plagued Imperial-Nordic relations in the past.

Perhaps most importantly to the Nords of Eastern Skyrim, the Governor-General has agreed that the outlawing of Talos worship, is and has always been, (quote) ''oulandish''. The worship of the Ninth Divine was erronously banned by the Third Empire, when they ceremoniously bent their backs for the dastardly Altmer Dominion, underneath the unfair and hastily signed White-Gold Concordat, which Empress Livia declared an obsolete treaty, in 4E 248. Despite the latter fact, the ban has remained in effect even outside Skyrim, until now.

As a part of this new Treaty of Solitude, set to be ratified on the Fourteenth of Sun's Dusk, Talos would be officially reintroduced into the Pantheon of the Divines, reclaiming His rightful place among the other Eight. The Black Horse Courier has reached out to the Arcane Ministry and Her Imperial Majesty's court for a comment on this decision, which we hope to include in the next issue.

Furthermore, the Treaty of Solitude would grant the College of Winterhold special status, as an ''Imperial holding within a foreign land'', after which the College would act as an extension and embassy of the Empire in Eastern Skyrim. Ever since the founding of the Arcane Ministry, the College has been prevented from officially participating in the Ministry's affairs, by King Junnes and his predecessors, despite the College's wishes of joining their peers across Tamriel, in the safe study and practice of magicka.

Another clause included in the Treaty of Solitude, involved Eastern Skyrim cutting its ties to the Hammerfell Ascendency. It has been stated that this decision was made to ensure Imperial and Nordic goods, do not fall into the hands of the Dominion, whose occupation of southeastern Hammerfell, continues to sow conflict and instability in the region.

Additionally, several promises of official Imperial support for Eastern Skyrim, to ward off any incursion by the Dominion have been included.

The Black Horse Courier will continue to follow treaty negotiations in Skyrim closely and further information will be posted closer to the ratification date.
