The Kingmaker Adventure Path provides rules for domain management but I feel like they have some issues.  So I'm going to do what any gamer worth his salt would do in that instance. I'm going to hack them where I don't like them.  I also want the players to feel free to make suggestions and additions to the system.  I'm not hacking this thing in a vacuum. It ought to appeal to those who are playing the game.

While we are designing this thing, let's keep something in mind. The point of the game is not to be a strategic simulation. It is to play through the story of building a nation. The domain rules should help us in that endeavor. They don't have to be perfect simulations. They just need to provide some structure for us to hang our story points on in such a way that the world reacts in a logical and evocative way.

Having said that, it is nice if the fiddly bits make sense and provide opportunities for strategy and tactics. So let's not completely abandon those things when they are fun to do.
